Dear Inspector Yew,

Thank you for your late reply. Due to your late reply, URA is now threatening me with a court summon.

That aside, it is astonishing to note that what we spoken on the phone previously and what is being written here by you can be so different.

Well, the case has proven to me that it is not easy for citizens to seek fairness when cases like this happen.

I shall rest my case and form my own opinion of what I felt being unfairly treated and having the summon shoved down my throat even when explanation, clarification can be so difficult to be put across.

Last but not least, attached a picture taken of police vehicle parking illegally in the season parking lots meant for residents. This picture was taken on the 27 June 2008. Clearly the police has violated the parking rules, and I would like to point out that this is not the first time I have seen police vehicle parking in season parking lots meant for resident, while they buy breakfast / lunch / dinner from ABC hawker centre.

Now, can we have URA and police walking the talk and prove to citizens that no special consession will be given to anyone as long as a offense is committed?

My letter to Inspector Yew was send on 24th June and 25th June..the reply came in on 27th June and you responded to me on 27th June threatening me with a court summon.

I am writing to inform you that the Police are unable to bear any responsible for any person who violated traffic offences or parking offences when he/she has to report for police investigation/interview, police bail in any police station or court bail in any of subordinate courts in Singapore.

I also wish to inform you that the process of reporting police bail will not only take 30 minutes to complete. It all depends on situation and circumstances arise. On 28.3.2008, your friends has turned up late at Police Bail Centre of the Central Police Division, Police Cantonment Complex. There was further delay in the processing because majority of your friends unwilling to sign the documents. In addition, one of them was absent and you being his bailor are duty bound to ensure his present. Thus the processing took more than one hour when everyone agreed to sign the documents.

On the same day, you could request for to leave station for short while to validate the parking coupon and we would delight to accede to it. You can also request other friend to assist you to validate the parking coupon. I agree with URA that the onus lies on the drivers and owners of the motor car to ensure that sufficient coupons is/are displayed when parking his/her vehicle in public car parks (URA/HDB). Drivers and Owners are to ensure that the coupons are renewed when he/she need to extend the parking duration.

I have explained to URA the situation and we have leave the matter to the relevant authority for their considerations. The Police have no prerogative over URA’s decision . Hope this clarifies.

Dear Inspector Yew,

I believe that if you think that option one is out, option two should not be too much of a trouble for the Police. The Police have to be fair to me.

During the interview which i was held up as a bailor by the police, there was no way I was able to go validate my carpark coupon. I had even raised my concerns to you about the need to leave due to the overdue parking and picking up my kids, but was told I was not allowed to leave till we got hold of 1 of the bailer.

I should not be penalised for an offense which was committed unintentionally . You are in the best position to prove that to them as it is clear that they are not listening to me.

I just ask that the URA to be fair to me and not foist on me another parking summon. The recent inflation has made life for many citizens unbearable as described by the slogan “Tak Boleh Tahan”.

I believe Inspector Yew know very well where I am coming from.

Dear Inspector Yew,

As you can see from the email exchange between myself and URA, the highhandedness of URA in handling this summon, disregard to the fact that even you mentioned to her that I was with you till 1.20pm that day.

As you know that the Cantonment Police Complex is classified as a protected area (as told to me by your officer), which is why we are not allowed to park our vehicle at the police premises.

The previous day of my interview, you mention that my presense is require the following day which will take about 30 mins.

Due to the unforseen circumstances, I was held up at the station with you till 1.20pm. In between I was being call in and out of the interview if I did not recall wrongly about 4 times.

I believe you could understand given the situation that day, there was no way for me to leave the police station to validate my parking coupon.

Throughout the whole time I was with you, I was asking you a few times what time I can leave due to my parking and also my need to rush to school to pick up my kids.

As such, I sincerely believe that the police could help me either;

1) taking over the fine, as I believe you know there were no intention on my side to commit the parking offense.

2) explain to the URA officer cited my “inconsistent reasons” as justifications to refute my appeal.

Appreciate your immediate attention as URA is giving me till 25 June to respond or face court

1 We refer to your email of 10 Jun 08, which is your 3rd appeal for the above notice.

2 As mentioned in our previous reply, you had cited different reasons for your visit to the Police Cantonment Complex in your 1st and 2nd appeals. We have taken your inconsistent reasons into consideration when we assessed your appeal, as we have to find justifications to support any appeal for waiver of parking offence.
3 In addition, as a driver, you have personal responsibility to:

a Ensure that you display sufficient coupons when parking in public car parks. Otherwise, you should know that you are liable to be fined for an offence.

b Ensure that your coupons are renewed when you need to extend your parking duration. As mentioned by me earlier, a grace period is allowed for drivers to do that. However, the drivers are liable to be fined, after the grace period.
4 Drivers are required to exercise this personal responsibility because coupon parking is a self-honour system. In this regard, they will also be responsible for any infringements against the coupon parking or any other parking or traffic rules.

5 We hope that we have clarified our position. Our final offer of composition for the offence at the original rate will be open for your acceptance until 25 Jun 08. You may make payment for the notice at any SAM or AXS machines, or at our website, www.ura.gov.sg/pf, by the stipulated date. However, if you are convinced that you did not commit the offence, you have the right not to accept our offer of composition and present your case to the court for a ruling when you receive the court summons.

Dear Esther,

I am writing in response to your letter dated 6 June 08.

In your letter you stated my inconsistencies to which I objected.

FACT 1 – Inspector Yew informed me that I had to be at the station on 28 March 08.

FACT 2 – The fact that it was supposed to be a 30 minutes session at the station but end up I was being held up at the station with Inspector Yew till 1.20pm.

FACT 3 – Inspector Yew can attest that I was with him till 1.20pm, a fact that you have conveniently chose to ignore.

I am responding to police request to be at the station for that matter and a 30 mins appearance at the station ended up delayed till 2 hrs later due to unforeseen circumstances which is neither the fault of the police nor me.

May I suggest that URA seek the Police to pay the fine on my behalf since I was requested by them to be at the station and hence I do not see any reason why I should be penalize when there is no intention on my side to violate the parking offense.

Kindly forward your summons to Inspector Yew.

Note : I been trying to reach Inspector Yew for 2-3 weeks, despite leaving 3 or 4 messages on his voicemail, Inspector Yew did not return my call..I finally got through him on 29 May. He cited busy as his reasons for not returning my call. He told me he had tried explaining on my behalf to URA that I was indeed held up by him on that day and that URA is not interested on that, just wanted him to verify my police interview is it the day before.

I was asked by Inspector Yew to be back the next day after my interview, with regards to me being the bailor for the same offense I was called up upon.

There were some delays and Inspector Yew was with me till 1.20pm when finally everything was settle. I believe Inspector Yew can attest to this.

Appreciate that you could re-look into this summons.

Dear Sir / Madam;

I would like to appeal against the above offense.

The reason being that I was called up for interview at Cantonment Police Station on 28 March 2008 at 1030am. I was told that the interview will take me 30 mins or less.

As the Cantonment Police Complex do not allowed outsider to park their vehicle there, I was directed to the above by the police citing that was the nearest public parking lots.

I was on time for the police interview, however, I was put to wait for a very long time. The interview ended up only at 1.20pm.

Please verify with Investigation Officer Yew, of my presence in the Cantonment Police Complex till 1.20pm.

Given the above unforeseen circumstances, I believe I should not be penalised for the offense as the hold up was caused by the police and not me.

Await your favourable reply.

11 July 2008 will be a day to mark in my diary.

This will be the first time I am appearing in court as an Accused facing 2 charges (illegal assembly and procession) shoved down my throat.

I am neither legally trained nor very well versed in our Singapore Laws. However, I am going to claim trial and fight all the way against the unjust and unfair charges against me.

March 15th, is World Consumers’ Day, to me, what better way of marking that day than to take part in a peaceful protest against recent government polices like GST hike, transport fare hikes, lack of care on the part of the government who only gives token, one-off budget handouts (whereby our young children are being left out)..

Prior to the protest, I tried in my own ways to engage the government by writing to my MP, Tanjong Pagar GRC MPs, the Straits Times. Time and again they refused to reply to me, or publish my letters.

Our beloved Prime Minister Lee Hsien Long in one of his speeches urged the following:

a. encourage Singaporeans to take ownership of the country
b. encourage Singaporeans to participate actively in the country’s affairs
c. want to make Singapore a home for all Singaporeans
d. encourage active, critical and intelligent debate on affairs concerning Singapore.

Yet on the other hand, when citizen like me who try to speak up, the machinery either refuses to reply to us, or worse, penalize us for speaking up.

The Police, on what grounds are they charging me?

1) for being part of the illegal assembly? if that is so, the plainclothes policemen/reporters/by standers who are there to take pictures of the protests, aren’t they part of the assembly too?

2) if the tee-shirt I am wearing is a issue with them, what about the next day CASE protest that have more than thousands wearing the same color tee-shirts?

3) if taking pictures in front of the parliament house is an offense, than what about tourists / students who many a time took group pictures in front of the parliament house?

4) if being at the parliament house itself is an offense, then why are they allowing others to walk freely? shouldn’t they be getting the Gurkha’s guards to cordon off the area since they proclaimed it as a protected area?

Singapore Laws are truly incomprehensible for laymen like me. We wouldn’t know when we will be charge for something that is alright for one but might not be for others.

Police in my opinion, have misplaced their priorities, instead of protecting their citizens, police are using intimidation against citizens who dare to speak up against their master.

It’s been a long time since I allowed a dog into my vehicle.

Ever since my beloved Rambo left me on Dec 06, after 14 wonderful years with me, I have never picked up a dog in my vehicle.

However, on this fateful day, I allowed a “DOG” into my car unwillingly..

I always like dogs since I was young, and has been keeping dog as a pet until my Rambo left me, the pain of having to see Rambo passed on was too much for me to bear and I have not pick up the courage to adopt another dog.

However, this doggie that I pick up was entirely a different breed of dogs.. The kind who will sell their souls just to win afew brownie points from their master.. the kind of who would even bark at its own kind to serve their masters…

Loyalty has always been a dogs’ best traits..and dogs are always considered Man’s best friend, but in this case, this dog that sat in my car, I truly wonder, it’s mere existence, is it for the love of his fellow country / countrymen or is it for his masters to betray his own country and countrymen??

A nursery rhyme came into my mind while I was typing this..

“How much is that doggie in the window,
the one with the waggling tail..
How much is that doggie in the window,
I do know that doggie is for sale”

(haha..change the last part to aptly describe the doggie in my car..)

The group of activists who protested outside the Parliament House on 15 Mar this year has been charged with two offences: participating in an assembly as well as a procession without a permit in a public place.

The 18 protesters were part of the Tak Boleh Tahan! campaign protesting against the crushing high cost of living in Singapore that has left many Singaporeans in financial misery and added to the growing number of homeless.

Those charged under the Miscellaneous Offences Act are Mr Gandhi Ambalam, Mr Chong Kai Xiong, Mr Chia Ti Lik, Ms Chee Siok Chin, Mr Ng E-jay, Ms Go Hui Leng, Mr Muhammad Shafi’ie, Mr Govinda Rajan, Dr Chee Soon Juan, Mr Jeffrey George, Mr Carl Lang, Mr Sylvester Lim, Mr Muhammad Jufri, Ms Suraya Bte Akbar, Mr John Tan, Mr Seelan Palay, Mr Mohamed Jufrie, Mr Yap Keng Ho and Mr Francis Yong.

Each offence carries a penalty of fine of up to $1,000.

Mr Seelan Palay said this of his charge: “This is our constitutional right that cannot be taken away. I hope that through our persistence and conviction for the cause, others will be inspired to stand up.”

The unprecedented protest signals a growing awareness of Singaporeans who are not willing to sit back and let the PAP continue with its oppressive rule in Singapore.

“It is important that we Singaporeans claim back our political rights,” Ms Suraya, a young mother of two, said. “Without rights our citizenship is meaningless.”

Eleven of the protesters were stopped by the police and arrested on 15 Mar which is World Consumer Rights Day. (Watch video here) Seven more were later called up for investigations.

In the same occasion in 2007, thousands of people took part in a protest organised by the Consumer Association of Singapore (CASE) led by PAP MPs (see photo on left). No action was taken against them.

This year CASE again conducted their march (protesting against the marketing of junk food) the day after the Tak Boleh Tahan! protest. Again no police action was taken.

Such discrimination in the application of the law is prohibited by Article 12 of the Constitution which states that “All persons are equal before the law and entitled to the equal protection of the law.”

The protesters have to appear in Court 23 at the Subordinate Courts on 11 Jul 08 at 9am.

The saga started when we had Dr Chee and Siok Chin cross-examining our MM and PM in open court which has shown them to be a total disgrace

Then we had the judge charging CSJ & CSC for contempt of court and giving the harshest sentence for contempt in Sg history, despite the fact Siok Chin was a first time “offender”..

Next we have Gopanlan Nair arrested and taken to court for speaking the truth on our judge prostituting herself in LEEgime’s court. Not to mention the original charge of sending email to the Judge is now amended to GN posting on his blog.

Today, we have MM in the news uttering nonsense and a load of rubbish about popular democracy not working and freak election results and people voting in the opposition out of sheer madness…

Now, the latest news I have just received, 17 Tak Boleh Tahan protesters will be charged for illegal assembly and procession. 17 + 1 (Uncle Yap who is not even part of the protest) will be appearing in court on 11 July to face the charges. (yes 11 July clashes with JBJ’s RP dinner but it will not dampen our moods to be there to show our support to JBJ).

Civil disobedience from the activists is making papies tak boleh tahan. Their overused tactics of intimidation, arresting, charging, jailing, will it work for them or against them?
